Financial Education Ecosystem

Comprised by four components – Platform, Game, Communication Campaign and Teacher Training Network -, the Ecosystem of Financial Education is ongoing and results in actions for the 2017-2018 biennium, involving a new technological vision. The Ecosystem aims to expand the dissemination and adherence to the theme by different audiences (students, teachers, education managers, Non-Governmental Organizations and other stakeholders) in a scale never previously achieved in Brazil, making possible the use of the most innovative technology resources.

The Plan of Action is a document that presents the main actions proposed for the 2017-2018 biennium, approved by the National Committee on Financial Education – CONEF, at the meeting of September 2016, as well as the continuity guidelines and the necessary improvements for the execution of programs, including the Ecosystem. All actions are operated by the Brazilian Financial Education Association – AEF-Brasil.

Three of these components are developed in partnership with TV Escola, which is responsible for the public television programs of the Ministry of Education. Using different technology platforms, the project is called transmedia. Thus, through the use of technology, financial education gains in scalability and has its potential maximized when reaching millions of Brazilians among the most different publics and locations. They are:

COMMUNICATION CAMPAIGN 

Strategy to expand dissemination and adherence to the theme. The component provides for the realization of three products:

R$100 Neuras – 13-episode web series, with language directed to young audiences, youtuber Fernanda (Fê), who lives in the country “perrenguistão”, a character brought to life by the actress Raissa Venâncio, discusses the challenges with expenses management, suggesting tips for an adequate administration of the money.

The goal is to make adolescents more aware of their decisions related to their resources and, for this, it is first necessary to demonstrate

that decisions are being made all the time and that they generate desirable or unintended consequences. The web series brings visibility to everyday situations, from a format with great appeal to young audiences, as a way of drawing attention to the importance of financial education. It brings themes about credit, investment, protection, consumption and planning from issues such as daily personal and family life, personal and public assets, work and entrepreneurship, large projects, economies of the country and the world, etc. Directed by Renato de Paula, the web series is shown on the website www.vidaedinheiro.gov.br and also on TV Escola. Sua Escola, Nossa Escola is a documentary series from TV Escola that was born in 2008 and shows successful experiences focused on improving the teaching and learning processes in public schools. The five episodes on financial education have visited different realities of Brazil and show, in a practical way, how the theme can be worked in educational establishments with practical results for the lives of students, teachers, parents and the community in general. The programs showcase the experiences in five cities:

Tocantis: Araguaína and Palmas;

Amapá: Macapá;

Amazonas: Manaus; Santa Catarina: Joinville.

The episodes are fully recorded in schools and show how public school teachers have modified the reality of their schools, performing or perfecting projects, mobilizing students and the school community.

Salto para o Futuro – weekly, puts on the agenda, informs and debates on the main subjects related to the Brazilian education. Presenters Bárbara Pereira and Murilo Ribeiro receive two guests in the studio among specialists, education professionals, representatives of public power and entities linked to the institutional area to discuss different aspects of the world of education.

In the special program on financial education, the superintendent of AEF-Brazil, Claudia Forte and the Secretary of State for Education, Youth and Sports of Tocantins, Wanessa Zavarese Sechin, were interviewed.

FINANCIAL EDUCATION GAME

The School Financial Education Program has identified that educational games and applications in virtual reality have the potential to disseminate the theoretical concepts of the theme through a playful and adapted language for the new generations.

In this way, the component includes the development of educational solutions using digital tools and distribution in public schools to scale up and enhance the results of the Financial Education Program

in Schools, offering to ENEF a digital strategy that will help with the challenges of engaging students who participate in the program. In addition, a Digital Assessment System will be developed to support AEF-Brasil in the evaluation of impact results.

The general and most important goal of the game is to promote the adequacy of all didactic-pedagogical content material developed by ENEF, for the language of the target audience, young students between the ages of 7 and 18, making the subject attractive and promoting significant behavioral changes. As a specific objective, due to the wide possibility of the Program’s scale in public schools in the Country, it is possible to cause a bottom-up movement in the student-teacher relationship.

PINTEGRATING FINANCIAL EDUCATION PLATFORM

The component was designed to be a content integrator on financial education and thus a reference to the topic, containing:

  • Qualified content, environment for teachers, online training courses, virtual library and others. What the visitor finds on the platform:

A reference environment for modern, attractive and friendly financial education content;

  • Available access from any mobile device (mobile phones, tablets and more) with Android and IOS operating systems and computers;
  • Information on the academic training Network in financial education, with Training Centers for Teachers in all the states of Brazil, as well as testimonials, success stories, theses, articles, interviews, graduation work, among other materials;
  • Exclusive downloadable content, such as financial literacy books for elementary and middle schools (teacher and student);
  • 13 episode series with youtuber
  • Access to the complete content of the members of the National Committee for Financial Education – CONEF, containing tools, applications, tables, tips on subjects: savings, investment, credit, insurance, planning, rights and duties, pension and consumption;
  • Training material and for the use of the adult public, aiming at reaching the retirees with income of up to two minimum salaries and women who benefit from the Família program.

TEACHER TRAINING NETWORK

In order to qualify the teacher and position him as the main agent of the financial education theme, a Network is being built to support actions of academic training in financial education, in order to contribute to the development of the Financial Education Ecosystem.

The proposal aims to establish a partnership with federal institutions of higher education and state and municipal education departments to create courses that offer certification and enable continuous progression in the career of the students.

By 2017, the pilot project is expected to be executed in up to three states. In each one of them a university will be defined that will serve as a pole of knowledge. The first established Pole is in Tocantins, with the partnership of the Federal University of Tocantins.

The pilot will be a reference so that the best practices performed are adopted by new states from 2018 and, thus, the expansion of the Poles is structured by the experiences acquired. The expansion of the number of poles in a qualified way will allow the creation of a National Teacher Training Network that integrates knowledge, allows the exchange of knowledge and meets regional specificities.

COORDINATION AND IMPLEMENTATION OF PROGRAMS
Pursuant to Decree No. 9,759, of April 11, 2019, the governance of CONEF is being revisited.
